Is putting Political flyers in people mailboxes a Federal Crime?

My town mayor election is soon and I know someone who put flyers in peoples mailboxes, saying information about both candidates and in favor of one. Is this a crime? I always see like restaurant leaving things in mailboxes, and landscaping companies too.

3. Placing ANYTHING in a US Mailbox intended for residential mail, without paying postage on it, is a federal offense with serious penalties. You may own your own mailbox, but the federal postal service has exclusive jurisdiction over what can be done to it or put into it.
